I think that's my approach to it - magic is completely separate from science. Whilst the rules of the game necessitate that magic is repeatable and predictable, I take a slightly more narrative approach to spells. So long as the game effects are respected, anything goes. Consequently, there is no rhyme nor reason to the cycles by which it waxes and wanes.

By its very nature, it almost has to be.

I take the view that some aspects are reproducible - and these have led to the 'canon' of spells.* It also leaves the path clear for any odd, strange or mysterious aspects which may crop up in game...
* Spot the game fudge!

The only drawback is that I feel if an NPC can do it, then a PC should also have the possibility of getting there too. I suppose that's a matter for individual GMs and how they wish their game to proceed.
